Russia violated all the points of the Armistice Agreement

Ministry of Foreign Affairs of Georgia issued a statement in which it accuses Russia of violating the ceasefire agreement on August 12, 2008. Official Statement posted on the website of Foreign Affairs, the agency Novosti-Georgia.
At the same time the Georgian Foreign Ministry said that Russia is violating all items agreements.
Two years after signing the agreement once Russia continues to breach the conditions stipulated by the document" - Georgian Foreign Ministry said. On the first point agreement Tbilisi claims that 'blocking against Russia as the aggressor and immediate participant in the conflict makes it difficult to make progress in the execution of the agreement on the nonuse of force in Georgia in the framework of the Geneva talks. "
Georgian Foreign Ministry believe that Russia violated the second clause of the agreement, under which the parties must refrain from hostilities.
"Despite the fact that today do not go fighting, is constantly taking place, such illegal activities as robbery, kidnapping, armed attacks on soldiers and civilians, terrorist acts, unlawful detention, destruction of historical monuments, burning of homes, forced certification by the Russian military and illegal groups puppet regimes "- said in a statement. The situation is complicated by the fact that as a result of Russian opposition in the occupied territories of Georgia ceased functioning of the UN mission and the OSCE" - reminiscent of the Georgian Foreign Ministry. Concerning the third point of the agreement - to "ensure free movement of humanitarian goods" - the official Tbilisi said that "the occupying forces of Russia and FSB officers permanently block the import of humanitarian goods to Tshinvalsky region and the surrounding villages." The fourth point of agreement concerns the return of Georgian armed forces in places of permanent deployment, and the Foreign Ministry stressed that this happened even before the signing of the agreement of 12 August. On the fifth paragraph, which provides for the return of Russian forces to positions held before fighting began, Georgian Foreign Ministry said that "after the signing of the agreement the armed forces of Russia have carried out additional occupation of the territory of Georgia outside of the fighting - Akhalgori district, village Perevi and Upper Abkhazia."
Russia continues to increase military and the construction of military bases, affirming 5 Russian bases and 10 thousand military. In Georgia's Foreign Ministry also noted that its unhelpful actions "violate Russia and the sixth paragraph of the agreement -" to start the international negotiations regarding the conditions of stability and security in Abkhazia and South Ossetia.A gross violation of the principles and norms of international law, Russia unilaterally recognized the independence of Georgian regions - Abkhazia and South Ossetia than initially stalled the progress in the negotiations on the security and stability", - said in a statement. At the same time Georgia has accused Russia of "purposeful unconstructive approach to the Geneva talks".

Concentration Camps in Russian occupied Georgia region of Tskhinvali

The following photographs were sent by the journalist (who I will not name due to his safety) who took the photo materials of the Concentration Camps (which they call detention camps) in Russian occupied Tskhinvali were so far hundreds of Georgian civilians are kept. He took these images with his cell phone camera and forwarded them to Human Rights Watch. There are striking similarities with Srebrenica tragedy. According to refugees and HR, men are taken away to forests after which point nobody knows of their whereabouts. Similar camps are set up in other towns in occupied "South Ossetia." Note, the musical concert is held by the Russian military near this camp. We are getting more images and evidences, which are submited to the War Crimes Trubunal in Hague which just recently accepted the case of ethnic-cleansing of Georgians and will start the hearing on September 3rd. Asked about his own earlier comments warning of a risk of ethnic cleansing by Russian forces in the territories, French Foreign Miniser Kouchner responded: "I hope that didn't happen overnight. But there has already been evidence that the armies are pushing away the Ossetians who favored Georgia, and in a certain way, yes, an ethnic cleansing is taking place." The families of the four Georgian minor, kidnaped by the Pro-Russian regime of “South-Ossetia” and the Russian occupiers for alleged crossing of so-called borders of “South Ossetia”, complain they are blackmailed. Russian invaders have reinforced terror at the illegal check-point in the village of Perevi, which is the Sachkhere district, Imereti Region. The Putins aggressors have begun detailed registration of people residing in the village and those, who travel to the village. The stop every vehicle and check up every passenger travelling to the village. The Russian invaders have twelve times increased the number of the occupiers at the checkpoint during the past few days. Execution, arbitrary detention, and ill-treatment of Georgian civilians Russian forces and South Ossetian warlords swept all houses into ethnic Georgian villages. Russian and Ossetian forces detained many of the remaining residents, most of whom were elderly and had stayed behind to protect their homes and property; younger family members had fled in the initial days of fighting. On subsequent days, Ossetian forces also detained people trying to flee looting and burning by Ossetian forces in the Gori district. Human Rights Watch has also documented how Ossetian forces looted and burned houses in Georgian villages (http://hrw.org/english/docs/2008/08/28/georgi19712.htm ).

The differences and the similarities between Americans and Georgian cultures

The culture of any country is basic characteristic elements of his society. The key of cultural differences between nations we must find in the historical heterogeneity of nations cultures.
One obvious difference between Americans and Georgians is cultural genesis.
The innovations of the United States culture developed and imported via colonization and immigration. Comparing to the development of the US multinational culture, Georgians have provided different mono-national culture with a strong sense of national identity in the period of cultural genesis. These difference between the US and Georgian ways of development of cultures have own reasons and positive attitudes. National culture have helped to preserve Georgian distinctiveness despite repeated periods of foreign occupation and attempted assimilation. On the other hand, multiculturalism of the US has prevalent ideas and ideals from the European continent and it also includes elements which evolved from Native Americans, and other ethnic subcultures; most prominently the culture of African-American slave descendents and different cultures from Latin America. Many cultural elements, especially popular culture have been exported across the globe through modern mass media where American culture is sometimes resented. This multinational development of the US culture made Americans the most democratic country and same time they have the strongest US government institutions. There is a clear example of positive attitudes and theirs outcomes from two different ways of cultural genesis.
The development of the cultures of the United States of America and Georgia —history, religion, etiquette, customs, Communication Style—have been marked by a tension between two strong sources of inspiration: European ideals, and domestic originality.
There is well-known stereotype about the short time development period of American culture. The culture of the United States is as rich with history and deep with own transcendence as any other because The American culture was created by the nations with long time history. For Georgian and American peoples, culture is an unconscious, yet very significant thing in their lives. But, unlike Georgia, the United States is a heavily populated with various ethnicities. During the modern period, from about the 18th century onwards, Georgian and American States has been greatly influenced by cultural innovations imported from elsewhere in Europe. In the eighteenth and early nineteenth centuries, both: American and Georgian art and literature took most of its cues from Europe.
Among Georgians, the US is one of the most religious in terms of its demographics. According to a 2002 study by the Pew Global Attitudes Project, the US was nations in the survey where a majority of citizens reported that religion played a "very important" role in their lives, an attitude similar to that found in Georgia.
Unlike to American nation-state with no national religion, most Georgians belong to the Georgian Christian Orthodox churches. On the other hand The United States and Georgia are enacting freedom of religion by way of a codified separation of church and state. American and Georgian people’s enormous influence in freedom made their significant tolerance with different confessions, and foreign customs and nations. Although religion does not overtly impact the culture, behavior or etiquette, the values do on a subtle level appear in outlook and also areas such as treatment of foreigners.
Georgians, just like Americans, are feeling that a warm hospitality is a very important trait.Unlike Americans, Georgians customs are more careless with timesaving during the accomplishment of these Georgian customs. Georgian dinner party named us “SUPRA” is a one of the significant example of the contrast between American and Georgian customs. Georgians, differ to democratic Americans, is a hierarchical society, even during the small dinner party. The “supra”, as a Georgian dinner party, involving many toasts. The leader toastmaster or "Tamada" selects people to make long toasts and for special toasts, a horn full of wine is passed around the table. There is dishonoring action to interrupt “Tamada” during his longtime toasts. For most Americans these hierarchy and longtime “SUPRA” seems very interesting. After some time, however for Americans Georgian long party will be seem as an exhausting custom. There is important to know that in Georgia, dissimilar to America, beer is only used to toast the enemy! So don't toast with beer!
We have discussed how makes impact a hierarchy to Georgian society and to Georgian party. Age, position and power usually earn respect more in Georgia than in liberal America. In spite of their professionalism, Georgian elders are generally held in high esteem and thus the reason they are introduced first when greeting. On other hand democratic America has more prominent value for personal estimation, and it is professionalism. Both in American and in Georgian societies, along with respect comes responsibility and those at the top of the hierarchy (whether the head of a household or business) will be expected make decisions that are in the best interest of the group. Georgian business culture is noticeably less formal than in North America.
There is a slight different between American and Georgian communication, and meeting, and gift giving etiquettes:
When meeting Georgians for the first time, unlike Americans, they are shaking hands while saying "gamarjoba" ("hello"). Once a relationship warms up some, but not all, Georgians will quickly move to a kiss on the cheek. When addressing Georgian people only close friends or family, just like Americans, they will usually use first names. First names may also be used with the word "Batono" ("Sir") or "Kalbatono" ("Madam") immediately afterwards, which brings a sense of formality. Unlike Georgians, for formal communication Americans are using second names. As we explain above paragraph, Americans and Georgians are influenced with European customs and these reason people of both countries would expect to be addressed with their appropriate title followed by the surname. At the beginning of meetings introductions are the norm for both these nations. These are generally made in order for Americans, as like Georgian businessmen, of seniority although women are often introduced first. Everyone must be prepared to give an overview of your background, experience and general purpose for your visit. It can also prove fruitful to send a full biography of everyone who will attend the meeting beforehand to save time and also offer a more thorough introduction.
Gift giving etiquettes an important part of American and Georgian peoples.
As with most North American nations, for Georgians gifts are usually given at birthdays and at Christmas. However in Georgia they also have "name days" - these are the birth dates of Saints whom people are named after. If somebody invited to a Georgian home, different to American hosts, the number of flowers is very important for Georgians. An odd number of flowers shall not have given to Georgian host. These flowers number have symbolic meaning for Georgians. Even exact numbers flowers are given for funerals. Unlike Americans, gifts for Georgians do not need to be elaborately wrapped. Also it good be notice that, differ to Americans, gifts are not necessarily opened when received in Georgian family.
The observation of American and Georgian cultures was discussed through of theirs customs and etiquettes which are these two nations the most transparent introductory examples. The similarities and the differences between Americans and Georgians will be aware our common values of human life and for our history. I will be happy if I gave to you some new and interesting information during my comparative explanation of American and Georgian customs.

We are suffering from Russian aggression and from Russian cynic actions which is trying to destroy our universal human rights. I try to resist myself and do not involve any person but I need to know only one – HOW LONG AMERICAN MEDIA CAN PUNISH US BY THE IGNORING OUR EXISTENCE AS A NATION WHO HAVE RIGHT TO HAVE OPINION AND INDEPENDENT COUNTRY?! HOW LONG RUSSIAN CAN USE AMERICAN IGNORING POSITION FOR OWN CYNIC ACTIONS?!
Please jus help me by the good advice about this matter.

A Doctrine for Strategic Distancing of Georgia from Russia

http://www.apsny.ge/analytics/12738597482.php

By: Gagi Otiashvili

There have been resounding calls for the West to make concessions to Russia and we should not pout at the Kremlin over it. Those who talk about it forget the main thing: what is permitted to a large and powerful state may be impermissible for a small country. No matter whether Old Europe is making contact with the Russians or the US strikes certain deals with Russia, we should, nevertheless, dissociate ourselves from Russia.

While large and powerful states can afford getting close to a great danger, Putin’s Russia, since they can protect themselves from it, we had better eschew the giant longing to destroy us. It is so clear to everyone that Russia never observes treaties and resorts to diplomacy in dealing with us only to establish subversion planning centers.

That is why having direct diplomatic relations with Russia poses much greater danger to Georgia than abstaining from such relations. Because of this unfortunate reality, the principal issue critical to our country’s security would be our distancing from Russia, which may be referred to as a tactics of strategic distancing. The Georgian state security has ample grounds to declare the factors that caused its strategic distancing from Russia. A general formulation of these factors is needed to adopt a doctrine of strategic distancing in the future.

My formulation will hopefully facilitate the development of this doctrine in the foreseeable future. An institute for interstate differentiation and international mediation becomes necessitated when:
(1) having direct relations between the states is fraught with more danger to any of them than suspending such relations;
(2) the incompatibility of the interstate public views, mutually exclusive directions of foreign policies and strategic courses are so manifest that it becomes impossible to ignore them; the contrariety of such mutually exclusive directions brings about a confrontation transformable into a conflict and war between the states.
(3) in the event of an interstate conflict, aggravation could be avoided by temporarily distancing the confrontationally oriented states, using powerful international mediation institutions.

There is a need to develop a “Doctrine for Strategic Distancing of Georgia from Russia”.
As of now, we have somehow managed to strategically distance ourselves with the help of European Union observers and our allies, as well as by breaking off diplomatic relations with Russia, and will, hopefully, be able to continue henceforth.

We should take care of our country’s development and we need to distance ourselves from the Russians to save own people, life and state. Let French President Nicolas Sarkozy keep sacrificing small members of NATO by selling the Mistral to Russia. Let Chancellor of Germany Angela Merkel bring Old Europe to its knees for Russian gas. Russia does not menace Germany and France with “de-sovereignization”. Russia threatens us – the Georgian state – with “de-sovereignization”.

As to what “de-sovereignization” means    to me it means declaring the Georgian people illegitimate and converting parts of Georgia into dwarf satellite states, which the Russian imperialists want to achieve by declaring everything “Georgian” to be a far-fetched and racist notion and proclaiming the tribes living in different parts of Georgia “independent micro-nations”. Having planned for the future, the Russian imperialists determined to prohibit any unifying relations between parts of Georgia, calling this the “avoiding the Horizontal relations”. In their strategic plan, dubbed the “Russian Barbarossa Plan” and entitled “The Neo-Eurasian Geopolitical Project and the Caucasus”, the Kremlin strategists quite clearly write the following:

“Severing of all horizontal ties is a basic requirement during the vertical division of the areas. For instance, those between the Chechens and Dagestan or between Chechnya and Ingushetia. After the route to the Caspian Sea is securely closed for the Chechens, they can make use of the vertical alliance” (from the Kremlin official strategic plan “The Neo-Eurasian Geopolitical Project and the Caucasus”). According to the Euro-Asian super state oriented pro-Kremlin politics - Neo-Eurasianists, “if Chechnya is left with only Georgia located south of it, it will become geopolitically manageable from all sides and Orthodox Georgia might be employed to exert control over it.”

Dagestan and Ingushetia have to be partially tied to Georgia. This will lead to the creation of the North Caucasian area, which though being economically well developed, strategically will be under complete control of Moscow. At the same time, the same area will become same area will become a Euro-Asian super state oriented. Neo-Eurasianism presupposes the abandonment of the “nation-state” model of the national formations existing in the Caucasus to this day, along with a strictly delimited administrative formation with permanent boundaries and government structures.

The “New Geopolitical Order for the Caucasus”(acc.Kremlin politics), to the Neo-Euroasianistic understanding, implies switching from the existing model of a complete union of political realities to a center-periphery system with the proviso that the peripheral structure be determined not politically but ethno-culturally. This plan can be implemented by creating a “Caucasian Federation” that would include both the formations existing in the South Caucasus and the inner Russian autonomous union.

The entire North Caucasus and all that lies south of it should submit only to the meridian orientation. The strategic centers of the “Khazar Triangle” (the Kremlin official strategic plan “The Neo-Eurasian Geopolitical Project and the Caucasus”)will locate their independent chains strictly to the south According to Kremlin plans, any cooperation activities between neighboring districts are strictly prohibited by the military block-posts of the federal army.  Present time Chechnya and Dagestan, or between Chechnya and Ingushetia any administrative and economical and cultural relation will be strictly prohibited by supporting the federal army. After the route to the Caspian Sea is securely closed for the Chechens, they can make use of the vertical alliance.” (Quotation from the Kremlin official strategic plan “The Neo-Eurasian Geopolitical Project and the Caucasus”).

Until August 2008, many sites had carried this strategic plan, dubbed the “Russian Barbarossa”, under the title “The Neo-Eurasian Geopolitical Project and the Caucasus”,

After the Russians failed to seize Georgia using the blitzkrieg tactics, the Putinoids removed the plan from the Russian sites. However, some sites can still be found to carry the currently classified
as a  “Neo-Eurasian Geopolitical Project and the Caucasus”.
Dear Friends,

The tactics for Georgia to distance itself from the Kremlin Russia is a strategy necessitated by our self-survival and not by a manifestation of our “arrogance”, which we are currently accused of by the Kremlin odewriters.

Dissociating ourselves from Russia that is longing to destroy us is the only way to save our people, nationality, and our tiny state. This kind of tactics has always been used before, and now we must do the same thing – no one forced the Georgian kings to go to Agha Muhammad Khan or Jalal-ed-din, Georgia’s devastators, to seek conciliation. Neither does anybody, in general, attempt to approach, at the time of wrath, the enemy longing to destroy him. All relations with the Russians have now to be conducted only out of necessity and those through multinational international observers and, simultaneously, with the help of mediators from our partner countries.

And then we ask the older generation, still nostalgia-stricken for the hammer and sickle or greed: do not drag us with the already torn-bodied Georgian state to the Georgian blood-thirsty beast. Let us avoid the northern aggressor until its rage passes and it recognizes the right of Georgians to exist as a nation and not as “rats that must be exterminated”. We urge you, older generation, to stop hanging around in the Kremlin on our behalf and keep shunning Russia until it recognizes our right to statehood. Can’t you, older generation, realize that you are unable and in no position to govern the Georgian state without orders from Moscow and robbery? You, older generation, are far from freedom and, the more so, from public thinking, aren’t you?

The main request to the older generation and will of the people that have overcome so many hardships, that is, the Georgian people, are as follows: the Georgian citizens should not be deprived of the right to have a state named Georgia.

Let us maintain relations with the Old Europe that, unlike from Russia, is not destroying us and has not declared our picturesque settlements with a population of 30 to 40 thousand “independent”. There is no need to compare with large states and it is not worthwhile to turn nobility into a cause for ruining own country.

Everyone understands that by encouraging separatism in Georgia, Russia has legitimized foreign military aid to separatists and ethnic cleansings using material and substantive assistance from another state, and having achieved demographic and ethnic changes by committing crimes against humanity, illegally conducted the so-called recognition of independence.

Having its own separatist issues and strained relations with all its border states, the Russian Federation can exist as a state only in a constant combat situation. A constant battle mode drains a state and, as is known, in a similar constant confrontation the state cannot maintain own stability for long; hence, it cannot preserve the state!

The Kremlin itself has provided the legitimate basis for Russian separatism, and it is constantly employed by Russian separatist groupings. However, because of its pro-separatist aggression committed against Georgia, Russia lost the basis for the international legal support. Under these constantly confrontational conditions, Russia’s constant battle mode will ultimately result in the destruction of its state.

Most of all Russia wishes to somehow wiggle out of this situation. Meanwhile, acting in such a manner, we are pushing Russia with its “independent villages” into stagnation, to be followed by a drop in its prestige and eventual breakup. The Russians do not wish to stumble upon exactly the same Berlin Wall, which they had been faced with before and are now unwittingly building up… in order not to show the world those military crimes, vileness and devastated territories they are so assiduously trying to hide. The Russian ruling group cannot get over the fact that instead of 2,500 Tskhinvalians declared killed only 76-80 were found.  Russia does not want to acknowledge it bombed Tskhinvali, destroyed Kodori and devastated Gali but this will remain impracticable without a new Berlin wall.

P.S.

The only hope to crawl out from under the legitimate inferiority of Russia is in the hands of Georgians again – if we show the world that we have reconciled to the Russian unbridled aggression, then the world, too, will no longer consider inconvenient to have equal relations with it. To persuade Georgia to restore diplomatic relations – that is how Russia can escape punishment for the crimes it has deserved for those killings and destruction inflicted on Georgia. If Russia persuades Georgia to restore diplomatic relations, it will try to make up a false picture of interstate dispute settlement. Russian PR technologists can arrange it in no time but we must not allow it to happen!

It is true for us, and we will win.
