We, the people of Georgia present our compliments to the U.S. House of Representatives Committee on Foreign Affairs and have the honor to pay our respects to you.
As far as you know after a Russian invasion in Georgia during the summer 2008, Russian troops and secret services remain in the breakaway areas of both Georgian State territories, South Ossetia and Abkhazia. To escape from international responsibilities for aggression, Russian authorities violate international law and in late August 2008, Russia unilaterally declared to be independent states. This action is in violation of international law and it was strongly condemned by most of the world’s nations and international organizations.
U.S. Secretary of State Hillary Clinton said: "We continue to call for Russia to abide by the August 2008 cease-fire commitment signed by President Saakashvili and President Medvedev, including ending the occupation and withdrawing Russian troops from South Ossetia and Abkhazia to their pre-conflict positions."

The people of Georgia will expect improvement of American-Georgian strategic partnership toward the straightening the regional democratic institutions in Caucasia. It is vitally important that the U.S. House of Representatives recognize Georgian state regions of Abkhazia and South Ossetia as occupied territories. We strongly believe that there is only diplomatic solution to resolve Russian -Georgian conflict, and it is important to estimate legal status of unlawfully presented Russian military forces in Georgia, also Russia's illegally deployed most prized missile assets S-300, known by NATO as SA-20 . Before any international action it is necessary to estimate legal status of the event that is the target of abovementioned international action. Deliberation of Georgian territories, which is occupied by Russia, must be followed to recognition de-facto occupied status of these Georgian regions by the International society. I strongly believe that, abovementioned legal estimation of Russian military action in Georgia as an occupation will help put Georgian-Russian conflict on the diplomatic field, which will be best guarantee for diplomatic solution of Georgian-Russian conflict.
